## Operating rule

CPI begins as research infrastructure. Do not present it as betting, licensed exchange activity, investment return, a derivative, or a public token sale.

The current page and `app.js` board are simulation-only:

## Japan launch gates

Before any real-money or tokenized prediction product in Japan, obtain counsel and regulator review for at least:

- investment advisory and solicitation boundaries
- exchange, clearing, custody, and market operation requirements
- tax reporting and withholding
- KYC, AML, sanctions, and travel-rule obligations
- consumer protection, suitability, advertising, and data-privacy requirements
- use of official statistics, database rights, and third-party data licenses

Avoid public terms until cleared:

## Token path

Possible staged path:

1. Internal research credit for model runs, data contribution, review workflows, and attribution.
2. Closed utility token for authenticated contributors and subscribers.
3. Public utility token only after token, payment, tax, KYC, AML, advertising, and consumer review.
4. ETD-style index token only if licensed market, disclosure, clearing, custody, margin, settlement, suitability, and derivative rules are satisfied.

## Private relationship boundary

It is acceptable to say that the team has relationships and experience across Japan policy, finance, and blockchain research if the exact wording is approved.

Do not name BOJ, ministries, agencies, private individuals, former employers, investment history, government contacts, or patent details in public marketing unless each name and claim is cleared for publication.
